"National Association of the Deaf-Blind in Bulgaria" (NASGB) is a national representative association - a legal entity with a non-profit purpose for carrying out socially useful activities; with its headquarters - the city of Plovdiv. It was founded on 15.08.1997NASGB is recognized as a representative organization of people with disabilities at the national level. It is a member of the National Council for the Integration of People with Disabilities, an advisory body to the Council of Ministers of the Republic of Bulgaria. Member is of the National Council of People with Disabilities in Bulgaria to the European Forum of People with Disabilities Co-founder and member of the World Federation of the Deaf-Blind since 2001 and of the European Union of the Deaf-Blind since 2003, as the chairman ofNASGB is an auditor for both organizations.The goals of NASGB are:1. Protection of the human, civil, social, economic and other rights of the deaf-blind.2. Rehabilitation and social integration of the deaf-blind, their equality and full inclusion in society.H. Improving the quality of life of the deaf-blind, their personal realization and raising their cultural, educational and professional level;4. Providing accessible information, accessibility to the environment and accessible ways of communication. When implementing the goals and using the means to achieve them, priority is given to the totally deaf-blind and the deaf-blind with severe combined vision and hearing impairments.InNASGB members visually and hearing impaired: at least 71% visual impairment and with hearing loss at least 45 decibels in the better hearing ear As of 04/30/2017 inNASGB593 deaf-blind people are members.< span style="font-family: Arial, Helvetica, sans-serif; font-size: 15px; text-align: justify; background-color: rgb(241, 241, 241);">In the country, the National Association of the Blind- the deaf in Bulgaria has its own structures: 23 territorial organizations and 3 groups of the deaf-blind, in the cities: Asenovgrad, Blagoevgrad, Burgas, Varna, Veliko Tarnovo (with a group in Gorna Oryahovitsa), Gabrovo, Dimitrovgrad, Dobrich, Dulovo (Silistre region .), Kazanlak, Kardjali, Nedelino (Smolyan region), Pleven, Plovdiv (with two groups in Smolyan and Hisarya), Pernik, Ruse, Sliven, Sofia, Stamboliyski (Plovdiv region), Stara Zagora, Harmanli, Shumen, Yambol .
Since September 2000 NASGB periodically publishes an "Information Bulletin", and since June 2003 (monthly) publishes a magazine "Sound and Light" in flat-print type. Since 2007, the magazine has been published ofCD inMRZ format and published as an electronic publication on a websitewww .zvuk-i-svetlina.eu. Thanks to the project won and financed by the "Enel Quore" foundation, the magazine is also published in file font from July 2010.Since 2001 NASGB participates in all significant seminars and conferences on deaf-blindness and organizes them herself in our country, using the experience of specialists from Norway, Russia, Croatia, Italy, England, etc. In 2004NASGB creates National Center for Rehabilitation of the Deaf-Blind (NCRSG) "Helen Keller" in Plovdiv, with a boarding school. The priority is the rehabilitation of the totally deaf-blind and the persons with practical deaf-blindness - with severe visual and hearing impairments.The training is boarding for clients from the country and outpatient for those from Plovdiv, and remote in computer literacy.
NASGB prepares special educators for training of deaf-blind people with specific capabilities and needs, in tactile sign language, sign language, manual alphabets and haptic communication, as well as in orientation and mobility, Braille, computer literacy, useful skills, visual rehabilitation, social skills, etc. NASGB together with all nationally representative organizations of and for people with disabilities, defends the rights of people with disabilities.
In the ratified in 2012 by the Bulgarian Parliament, Convention ofUN for the rights of people with disabilities, for the first time deaf-blindness is recognized as a separate disability.
NASGB has held one World Day, two European Days and Thirteen National Days of Special Opportunities for the Deaf-Blind, which include 13 Chess Championships, 12 Athletics Championships, 8 Canadian Wrestling Championships, 5 Sports Backgammon Championships, 5 Darts Championships, 3 Bowling Championships and 12 Deaf Blind Arts Festivals.
NASGB is one of the youngest and smallest membership organizations, but with the most specific opportunities and needs of members.
She is an equal partner with all nationally representative organizations of and for people with disabilities in the Republic of Bulgaria, and an active member of the world and European family of the deaf-blind for defending their specific rights in our country and in the world.
